If You're playing as the Empire, and needing to move several divisions by ships, to attack an enemy base, simply loading all the troops to a TF will cause the HQ to loose all preparation points.

So if You want to have some of them still to be used in the combat phase do the following:
- move 3 or 4 HQs to base where the troops are,
- create a TF
- with alt+F choose the first engaged HQ, load two or three divisions
- choose another HQ, load two or three divisions
- repeat it until all forces are loaded and bound for the enemy

please feel free to use this method, I will not sue anybody [:D]

Pretty ingenious. But how do you move other HQ's to a base which already has an HQ, unless you change the base control over to a different HQ? It sounds like this technique will actually burn more total PP's than the standard invasion.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

well Capt. Harlock ...

the game indeed says that assigning the base to other HQ is impossible, but if You'll instantly move the HQ base to there just after that communique, it is possible to have all HQs in one place :)

Generally it takes a lot of PP, but landing and attacking under control of HQ with 0 PP is a bad idea ...

Sounds like gamesmenship or just gamey! If you did that against the computer no biggy but against a human you might lose your opponent. You can also just modify the save file in Excel and put the units where ever you want them. Cool! NOT![:-]

Well ... I do not see anything bad in placing HQs where I want them to. Normally the game allows to have i.e. IGHQ and Combined Fleet in Tokyo. Every base (but small atolls) has enough place to make my generals comfortable with their staffs.

Editing PBEM files with excel editor is the trickiest thing I have even seen, and requires severe modification of editor code. The game is written for DOS, that's why. Experienced Pacwarrior can move his units where he want's to - without any editors [:D]

Anyway it is not a good thing for PBEM game.
