Aircraft Factories

Where does one setup, modify, change, or otherwise edit Allied aircraft factories? Or is this one of the "not modified by average Joe" aspects of the game?? [&:]

You can change them using the editor. They are located in Locations tab. Find the city that produces them and it shows up in the device table.
