CVL Hermes a/c loadout

I was wondering about the Hermes in CHS. It has 1 torpedo squadron aboard with 15 a/c at start (I think as I don't have game with me) & the Hermes has a capacity of 15 yet the squadron only gets 4-6 ready with the rest in reserve. IIRC from the regular Matrix scenario it also has a FS on it but may be mistaken on this as my research only showed the torp squadron being on it. Why is it only readying 4-6 with the rest in reserve if cap is 15 & it's the only unit on board [&:]
