Can you not pick which unit you want to move in a tactical battle???

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Can you only move the unit the computer has selected??? Why can we not choose???

I believe an initiative order is determined each turn, with units in the same corps/army tending to move together.

Note that you can order a unit to 'wait' ('w' key) and that puts it lower on the track, but costs it 3 MPs when if comes up again in the order.

Hmm, the 'w' bit is nice to know.

Anyone know what that colored "Delay" bar does?

It speeds up / slows down the whole battle - movement, combat and messages. Units will plod or race across the screen, while the messages are still too quick to read and digest properly whatever setting I put it on... [;)]
