Mystery Cotton and Useless Wool

I have been trying to see how wool and cotton impact production of textiles. It appears that textile production just reduces wool production BUT...

1. You can go negative in wool and it has no impact. If I trade all of my wool away, textiles are produced normally and the report just shows I go to a negative amount. The next turn, it zeros out the negative balance and justs shows a negative inventory of that turn's deficit. Essentially, you can trade all of your wool away and it has no impact.

2. Unlike most commodities, there is nothing to curtail wool investories. Generally, it is produced in abundance and investories just grow forever. Unlike cotton, it has no waste. And most provinces that produce textiles produce wool beyond the needs of their factories. Basically, this seems out of balance and inventories just keep rising forever.

3. I am seeing phantom cotton production for numerous countries as I play all nations (easiest to maintain control when I experiment with the economy). Attached is a savegame (ZIP renamed to a TXT to allow upload) where it shows Britain producing 21 cotton even though no individual province has any production.

I think wool should be influenced by agricutural work allocation, not by textile work allocation. This would create a real productionchain.
