Sharing depots with Allies

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. Sharing depots with Allies

In multiplayer games, can nations that are Allied use each others depots? Or do you have to arrange this by treaty?

EX: Lets say that the Turk and Austrian human player have Allied against the French in an 1805 scenario and the Turks are moving troops through Austria to converge on the French w/ the Austrian armies......could the Turk player use the Austrian Depots since he is Allied? Would it be better for the Turk player to build his own depots (expensive)?

Can cross territory of alliance partner without separate treaty, need to specify the using of a depot with treaty.
