Commands v Command HQs

Gotta question. I note that Combined fleet subordinates to Southern Area Command; 4th Fleet is a Command, but only has a radius of "1", same with Southeast Fleet (which becomes 8th fleet later in the war, but there is already a separate 8th fleet in the game); KB is really 3rd fleet, but 3rd fleet command HQ only helps "repair ships quicker"; there is no mechanism for forming three or more TFs (with their own separate commanders) under a unified fleet commander.

Is it possible to substitute Combined Fleet for 4th or Southeast, as a Command, and let 4th and/or SE revert to their true status as subordinate to CF. Likely this would require some hex editing of the .exe file to sub the designations, and some (probably a lot) editing of the databases to account for recordkeeping.

Would it make sense (is it possible) to substitute in Combined fleet for, say 4th, to give Yamamoto something to do with his command values besides overseeing repair yard dogs, and invent an "Area" fleet, in place of SE, to keep account of naval ground and air units? This way, the numbered fleets and TFs can report to Combined fleet (and get Yama's benefits), IJN ground units, air fleets, and areas (solomons, mandates, SW area, etc ...) can report to a separate org.

Please advise if these things can be done without playing around with the .exe file. Please also advise if the game is structured in such a way as to make development of a more realistic command and control system an act of futility. I'm relatively new to the game and don't want to spin my wheels.
