I think Protectorite (?) is bugged

I have seen where some have tried to say that Diplo's are at work, or somebody tried to coop a City and you see strange things, but I think this is really a bug

I am France, and I have been working on Batavia, I am around 1950, Prussia is around 1350, this turn, Spain took them over

same turn, Venteo (?) just asked me to take them over, I know I was around -2430 the turn before, and Aus was over 2400, and England was in the 2000s also
