Caturing allied world pwer territory

With the patch one world power may invade another world power's captured territory. I played a game were WA troops took Chinese territory from Japan. A world power can not take over another world power's territory if still controlled by the world power can it? The Soviet Union 's forces have been destoryed except for a transport in the Caspian Sea, however several Soviet area's remain , one is South Persia, the other is that part of Siberia the furthest to the east(i can not spell it). Could either of these be attacked and captured by WA.
