Units get stuck

I had a problem with russia. had a unit in province and then we made peace and I couldnt move it. Same thing, they had a unit in my province and then we made peace and it never went away.

Try activating "violate neutrality" and then see if your troops move

give them access for a couple months, they should move their crew out
