Relocation failure

This is not a 'bug' per say but a programming issue.

When a country surrenders to you, your troops are relocated. Fine, but the troops are often relocated to the same province AND there is no supply depot relocated so VERY OFTEN upon a surrender all your troops that were in supply are now left to forage and you suffer large losses!

This should not happen. If I was in supply before the surrender, I should STAY in supply when the troops are relocated. I should not have to suffer attrition because 200,000 troops all get relocated to the same province.

Perhaps, you should relocate a supply depot with the troops so this does not happen.
