HQ's command radius and transporting

I'm confused about the command radius of HQ's. If the command radius is 1, does that mean only the hex which the HQ occupies, or 1 hex out? Seems to me, that I read it was the hex that it occupies, but want to verify this.

Also, when a theater HQ is in transit (loaded up in an AP) can squadrons upgrade aircraft?

You start counting from the hex the HQ is in, so yes, a command radius means the hex it is in only.

My guess on the second question is yes, if the squadron is in a base with 20,000 or more supply.
