Neutral Units

If a neutral unit survives the initial attack does it change into having the characteristics of its ally or does it continue with neutral unit values albeit fighting alongside the others?

Might it ever be possible to use the neutral units characteristics as a unit available to an alliance. For example if Rumania started as neutral but was changed to Axis e.g. by being attacked by SU (it was actually menaced irl by SU seizing Bessarabia) - could the Rumanian factory build neutral units?

I am thinking that it could be useful to have an additional set of unit characteristics that each side might build e.g. the Axis in Italy and Balkans, the Allies in India etc. Then there could be a wider range of units e.g. the Italians with lesser quality tanks but still tanks none the less.

They take on the characteristica of the controlling power after the initial attack - as they become units of that major power.
