Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Hey Tonedog,
1. To build an army, you need to build it in a province that has a high enough barracks level to build an army. I think it's level three, but I could be wrong. I know it's level 5 for a corps.

2. Sometimes those little rebels just evade your guys. Easiest...and gamiest thing to do is to send all of your guys into the province they are in and take all your garrisons out of the cities they are in. It blocks the escape of the rebellious troops. Even then, it might take a few turns to bring em to battle.

By armies, he may have meant units in general. If I'm right, plz go check to ensure the province population is enough.

About rebels, I suggest sending horsemen to handle them, or small numbers of divisions to entice them to battle.

I don't bother. They stick around for a little while but then they march off somewhere, usually to annoy my neighbor.

... before they will appear to disturb, and then get driven off or even annihilated, where my depots have been built for invading purposes.
