Rebuilt areas after conquering country

i just played a PBEM game as the allies. Russia was completely occupied by the Germans and Japan (split about equally). I conquered Japan, and all the Russian areas that had been conquered by Japan reverted to Russian control. That's fine.

The bad thing was that all the Russian territories had all their resources, rail and factories rebuilt to full strength. That seemed a bit unfair.
