JAAF Organization (air units) proposals
This work has been redone due to new data on air transports
and airborne forces (which Joe and I made integrate with each other).
It also is revised to correct eratta. Finally, some tiny recon detachments are combined. The new standard is that a recon unit has two elements, but never three or four - to reduce dirt but permit players to assign planes to recon a point AND to search an area from any Chutai.

RE: JAAF Reconciled
The only significant omissions are JAAF carrier air units, which may be treated as naval air groups if ships are created. Shinshu Maru, for example, operated an ASW squadron of Ki-76. Similar units were intended for the merchant carriers the army converted (or was converting), along with Ki-44 fighter units (a variant of which is now in the database for late war production in a carrier form). These peculiar units are curiosities - never intended for naval battles - but for convoy defense.
A few independent companies are missing, but all Sentais are represented, although a few with the "wrong" plane (e.g. the Ki-109 is represented by the Ki-67 - since we don't have the Ki-109 as such; the Ki-46 night fighter is represented by the Ki-45 night fighter). Even relatively obscure units (e.g. the Korean Command Unit and the Central Command Unit) are present. So are the paramilitary operating units of DNKKK where they used Army types of aircraft. [The much smaller MKKK was not included. It mainly operates types not in the game. Also it was restricted in operating area only to Manchukuo - and this sort of restriction cannot be imposed on players.] The Sentais associated with the Parachute Division may have numbers, but these are not known at this time, so names are substituted.
The Sentai types were removed. First, it was not practice to have a "fighter" Sentai or a "light bomber" Sentai - just a Sentai. Second, some Sentais actually change types - and will if you allow automatic upgrades. This might become confusing - if a "light bomber sentai" begins to operate heavy bombers, night fighters, fighter bombers, etc.
Note the 98th Sentai was always called the 98th Torpedo Sentai, so the name was retained. And note that Transport is a peculiar case indeed:
there are Transport Units = to a Sentai
there are Transport Sentais with regular Sentai numbers that do not duplicate other Sentai numbers
there are Transport Chutais with regular Independent Chutai numbers but they are in their own series that DOES duplicate other types (rarely)
Other uses of the term Unit (e.g. Training Unit) also = a Sentai
BUT the Korean Command Unit and Central Command Unit probably are about a Chutai in size, and are so represented here.
If it was not complex, it would not be Imperial Japanese. If you think this is bad - take a look at Japanese ordnance!

One problem I have seen Japanese players comment on regarding damaged planes at the beginning of the scenario is that the unit draws pilots to fill them out, thus reducing their pilot pool. Do you plan to address the pilot pool issue?
BTW, I would like to see whatever changes you make (in any areas) integrated/cooperated into CHS. Of course you can what you like, that's just my perspective from wanting to benefit from both CHS and 'RHS'.

What is the status of yours RHS el cid again? Will it be available to test /play soon?
The plan is to release it just after CHS is released - to incorporate it. But CHS release is not fixed in time - and it is not yet clear. "Before Christmas" is the last dream I heard. I may not wait that long. But CHS has me busy - so I may have no choice.

BTW, I would like to see whatever changes you make (in any areas) integrated/cooperated into CHS. Of course you can what you like, that's just my perspective from wanting to benefit from both CHS and 'RHS'.
To begin at the end, so would I. There is some question as to when, and in what order, that might happen. At the moment my aircraft mods are NOT going to be part of CHS, but my air unit mods are - which poses a bit of a problem for aircraft types not actually in CHS. Nevertheless, there is a possibility both will be in the next CHS release - or some combination - depending on negotiations not yet happening. Some of my coast defense unit mods seem to have already been incorporated, and a couple of trivial name changes on the map. Now it may also be we will add some submarine radar mods as well, and if my dreams come true at least Shinshu Maru - way to important to ignore IMHO. Time will tell.
I am not addressing the pilot pool issue. Players will have to disband units of less important types to get pilots. This is a real world issue - not just a game mechanics issue - re Japan - and I am not too upset about it.
Anyway, it will take code changes to fix, and I can't do that.

RE: JAAF Reconciled
There is a strange situation with respect to air group HQ: almost all are assigned to theater HQ and not to higher air HQ. SOME are assigned to the navy and some to higher air HQ - so it appears possible. Also, there are not enough army air HQ - and they are of two types - Air Army (or air Force or Air corps) and Air Division. I created air divisions for the missing ones, got rid of air armies, and am testing the idea that line units report to air divisions - for RHS. At the moment the CHS version will retain the old system - strange as it is. Comments are welcome.

RE: JAAF Reconciled
Sometimes a unit is listed more than once - or in these cases three times. IF a unit is listed twice, AND IF one of the listings shows a zero inventory, it is OK. OR - in JNAF - there is one case where a unit is listed twice - and a note explains why. But otherwise it is an error. I will correct these matters in a few minutes.
