Mines on AV ships

Possibly I missed that in WITP, but some Allies AV ships has mines on board. Besides that this might be another WPO-like "fun making" detail [;)], is there any way to lay these babies from AV. So far, captain of Aroostock, refusing to join my minelaying forces [:-]. Should I wait when leader bug eats him, or change him right away

Aroostock was a minelayer used as an AV. I'm going to ask Mike when he has time to allow AVs to be in Mine Warfare TFs. I figured in a time with few minelayers and fewer still AVs, players would rather have the AV in this case.
