A Newbie Question about Barracks Level...

A Newbie Question about Barracks Level...

Greetings, i want to know how exactly the Barracks Level Affect Troops Recruited in a given province, i'm using ver 1.2.14 at this time, have read some about it, that say the troop morale is limited to .1 in troops recruites per level of barracks... so,

given a nation a base morale for new troops of 6.50, and in the case of recruit a new unit at a province with level 5 barracks, can somo kind enough what is the final morale for this unit recruited... it is at 6.55 or it is at 7.00?... help will be appreciated, thanks in advance.

Also i want to share with the forum a freeware wargame found past night, it is about samurai medieval combat, based in an old boardgame system, file is in zip format, not try however how this game works, hope it do not give problems, there goes the link...
