I just started the 1792 scenario. On the third move of the game, France surrenders to Prussia (me) and Austria. My troops had just set foot in Flanders. Paris hadn't been beseiged. French NML is at 66 (post surrender) with 1712 money in her coffers.

This is just a me vs. the AI game.

I just tried to repeat this. This time it occurred on the fourth move. The only things different were that I'd gotten Batavia as a protectorate after Russia declared war on it. French post surrender morale is 86 and 2111 lay in her coffers. My troops had just gotten to Flanders, and I had just set them to march east to deal with the Russian horde when the French gave up. There were still some 60K troops plus the Paris Garrison. BTW, I'm playing normal level.
