Terrible Swift Sword in the Pacific (ENDED)
This is a 1926 Campaign Game between Mike Carroll (Allies) and Helpless (Barbaric Japanese). Below are the house rules on Allied country activation. I am going to have limited time to keep an AAR going so this will be an open thread and will basically report on events as they happen. It will be the San Francisco Chronicle reporting the news of the war from the perspective of the Allies.
Well I am adding some additional description to clarify the honor rules. Again these rules are very complicated and I want to make sure they are clearer.
Amphibious Invasions: Only in base or green/red dot hexes
Resupply Operations: Only India or the United States are a source of supply for US/French forces in the Philippines or Indo-China. Supply stockpiles in the Dutch East Indies, China, Indo-China or Commonwealth bases will not be used to run supply to the PI. Convoys must journey from India or the US to either the Philippines or Indo-China.
United States:
1. Start the game active and may operate without restriction within their own bases and in China.
2. Naval warships may use British bases and repair facilties in India, Singapore, and Hong Kong.
The surface warships and submarines of the US, French and China cannot base out of these ports for combat operations. They may only go to the port to utilize the repair facilties. Before they can actively engage in combat they must first go to an authorized port. Resupply convoys can refuel at these ports. In fact India may be a major supply source for Indo-China with supply convoys moving through Singapore to final destinations.
3. May use French bases in Indo-China and South Pacific.
4. May use Australian/New Zealand bases starting Jan 1923/1927
5. US Warships may not enter any non-active base. If they do so they will be interred at the base until that power is activated. The Japanese player will be notified of any ships interred and at which base.
France:
1. French naval forces start the game as an active power - may use the same bases as the US.
2. French land forces must remain in Indo-China and Southpac unless Indo-China or Southpac is attacked by Japan. Then they may move without restriction.
3. French forces in Shang-Hai may be used to expel the Japanese garrison and move freely in China.
China:
1. Starts the game as an active power.
2. All Japanese Bases in China must be removed before any moves on Korea can be taken.
3. Chinese land and sea forces may only operate in China and the surrounding Sea Areas. Chinese land units assigned to the Chinese Military HQ may not operate in Manchuria or Korea.
4. A maximum of 12 Chinese infantry/cavalry units can be assigned to non-Chinese Military HQ. No more than 2 HQ units can be assigned to Non-Chinese Military HQ. These are the only Chinese units allowed to operate in Manchuria and Korea. Note that 9 Chinese units start the game as Southeast Asia and may operate in this theatre.
British/Commonwealth/Canada:
1. Starts the game as an inactive power.
2. British and Commonwealth cargo vessels may be used freely by the US player. Except they may not be used in amphibious attacks until activated.
3. British and Commonwealth Warships will not actively attack Japanese forces. They will defend their bases. Defense of their bases is defined as any Japanse forces within 2 hexes (except for Hong Kong and Shang Hai). However they can escort convoys between British/Commonwealth bases. ie. Singapore to Hong Kong etc. Submarines will stay in base or patrol the Indian Ocean.
4. British forces in ShangHai can be used to expel the Japanese Garrison in ShangHai.
5. British/Commonwealth land forces will remain in their bases until activated.
6. British naval forces will remain in their bases until activated. They may escort convoys between their bases.
7. British/Commonwealth will become active when:
a. Japan may attack Shanghai without triggering a British Empire Response
b. They attack any British/Commonwealth/Canadian Base (land or sea).
c. They sink two or more British warships (be careful of raiding British convoys)
d. Pearl Harbor falls
e. Australia/New Zealand enters the war.
g. Japanese score is 4 times the Allied Score. Not sure about this one we will modify if it does not seem right.
Australia/New Zealand:
1. Start the game as an inactive power.
2. Cargo vessels may be used freely by the US player. Except they may not be used in amphibious attacks until activated.
3. Australian/New Zealand Warships will not activately attack Japanese forces. They will escort convoys between their bases and defend their bases. (Any Japanese forces within 2 hexes may be attacked).
4. Australia/New Zealand become active when:
a. Pearl Harbor Falls
b. Britain enters the war.
c. Japan attacks any Australian or New Zealand bases (land or sea).
d. Japan sinks 1 or more Australian warship.
e. Japanese surface warships move into the Coral Sea.
f. Japanese score is 4 times the Allied score.
Dutch:
1. Starts the game as an inactive power.
2. US player may operate Dutch cargo vessels freely. Except they may not be used in amphibious attacks until activated.
3. Warships can escort convoys between Dutch bases.
4. Warships will not actively engage Japanese vessels unless they are within two hexes of a Dutch base.
5. The Dutch become active when:
a. Pearl Harbor falls
b. Japanese score is 5 times Allied score
c. Japanese attack any Dutch base (land or sea).
d. Japanese sink three or more warships.

General Situation 30 May 1926
General Situation: Japan and the US suspended negotiations in 1922 after the doomed Washington Naval Treaty Talks. Things continued to cool between the two countries with numerous small incidents happening in the area over the ensuing 4 years. Finally on 30 May 1926 the Japanese Empire declared war on the United States.
This act caused significant concern with the other colonial powers in the area. The Japanese Empire had proven to be a significant military power during the Russo-Japanese War and the British, Dutch and French were having their own problems with their colonial populations.
The British Empire was not eager to become embroiled in a major war in the Pacific. Decades of competition with the US over the fate of China and rising economic competition had strained relations between the US and Britian. But the British Empire was concerned about Hong Kong and Shanghai and did not wish to see an Asian country in the acendent in the Far East. They decided to strengthen their garrisons in China and India and offer the US limited logistical support.
The Australians were even more concerned than the British. They were weak militarily and initially are reluctant to invite any possible troubles to their waters. The dispute with Japan at the end of WWI over the Solomon Islands is a real source of concern and the Australians will be taking action to strengthen their defenses.
The French have taken a more realistic view of things. Already they are having bigger problems with their indigenous populations and view a Japanese victory as a disaster for their colonial ambitions in the Far East.
The Dutch have decided to observe a strict neutrality and hope the problems pass them by.

Dateline San Francisco:
WAR WITH JAPAN!!!!!!!!!!
War has broken out with the Empire of Japan. US military officials confidently predict that the Japanese will be quickly defeated and sent packing with their tails between their legs. How could any Asian country hope to take on the United States?
In seperate news there were reports of skirmishing between the French and British legations in Shanghai as they attempt to expel the Japanese garrison there.
Unconfirmed sources indicate that significant portions of the US Battle Fleet have sortied from San Diego. One can only speculate where they are headed.
In the Philippines it is expected that the Japanese will attack soon but there have been no reported landings or ship sightings.

Dateline Shanghai:
The yellow barbarians have shown their true colors bombarding the International Enclaves in Shanghai and causing significant casualties. The massive Japanese fleet also sank 3 US Destroyers sheltering in the harbor - DD Tracy, Borie, and Chandler were all sunk in the harbor.
There were several other sharp battles near Vigan and Batan Island. US Navy officials claim to have inflicted heavy casualties on the Imperial fleet. Most notably heavily damaging the Battleship Shikishima and sinking or heavily damaging several other ships.
When asked about a disaster at San Marcenlino, Navy spokesman declined to comment. Sources indicate that several patrol ships were sunk.
Also a first was recorded as a US Army Air Corps aircraft scored their first bomb hits on enemy warships in combat. Clearly this may have some implications on the future of naval warfare.
Unconfirmed reports are surfacing about atrocities being carried out against US prisoners captured when Batan Island fell yesterday.

Dateline San Francisco:
Questions are starting to be raised about the truthfulness of the US Military's press releases about the conduct of the war. Major questions arise around the deployment of the fleet, the size of Japanese landings on Luzon and the strength of the Army garrison there.
New facts learned by our correspondents in Manila indicate that the landings of Japanese forces on Luzon are far from "light". In fact the northern Luzon towns of Vigan, Laoag, Aparri and Legaspi have already fallen to the invader. Additionally the US War Plan called Orange - called for the Philipines to hold out for up to 6 months while the Battlefleet deployed out of Pearl Harbor to relieve them.
We have learned that the US garrison on the Philipines is extremely light and the Battlefleet was not forward deployed at Pearl Harbor but was in San Diego at the outbreak of the war. There are real questions on why the Navy was not better prepared for this conflict. Apparently 6 months ago the administration decided to up the fleet back to the West Coast for reasons unknown.
Unnamed sources indicate that the Army has written off the Philippines, Guam, Wake, and Midway. There is doubt that Pearl Harbor can be held and secret plans are underway to defend the West Coast from invasion.
Clearly this conflict was coming since the breakdown of the Washington Naval Treaty talks in 1922. Why was the Navy and Army not better prepared? Why is the garrison in the PI so light? Why was the Battlefleet returned to the West Coast? We feel the administration has some tough questions to answer. Every indication is that this will be a long drawn out war, not the short sharp conflict being talked about by military spokesman.

The poor news continues to develop. Japanese Battleships bombarded the Chinese port of Wenchow inflicting heavy losses. In the Philippines the Japanese have landed and captured the northern Luzon town of San Marcelino. Where are the US surface forces? Why do they not throw the barbaric invader back?
A small US Destroyer task force encountered an unescorted Japanese tranport TF near Wenchow and sank 2 of the 3 ships. But the US Navy seems to be absent from the conflict.
Meanwhile air proponent Billy Mitchell is loudly proclaiming that air power can save the day. He points out the recent successful bomb attacks against the Japanese battleship Mikishimi and the torpedoe attack on the Battleship Kitori. He is pressing for the purchase of 10,000 aircraft to bomb the Japanese Fleet out of existence.
Skeptical "Gun" Admirals point out the poor performance of Japanese Carrier aircraft against a small force of US Destroyers near Bataan and instead are pushing for speeding up the production of additional US Battleships.
In other news Guam has sustained nightly bombardment attacks over the past several days. These have been mostly armored cruisers, but last night Japanese battleships showed up on the scene. It is thought an invasion force can not be far behind.

Dateline San Francisco:
The anticipated invasion of Guam has occured. What appears to be a division has landed in strength and the heavily outnumbered Naval/Marine Garrison on Guam will probably be quickly overwelmed.
In addition Japanese forces have captured the town of Cagayan on Mindanao. In addition Japanese forces seem to be advancing quickly in Manchuria capturing the towns of Chihfeng and Anshan. This will be the first real test of the newly elected leader of the Republic of China, Chiang Ki Chek. Japan has seemingly scrapped the 9 Powers Treaty and is taking the opportunity to secure her economic and political hold on this territory. Both the British and Russians have expressed outrage, but do not appear to be willing to take more concrete steps.
Meanwhile Navy spokesman have angrily denied charges that the ships of the Asiatic Fleet are avoiding combat. In an official statement the Navy has pointed out that the Asiatic Fleet consisted of a handful of cruisers and less than 20 destoyers. They are heavily outnumbered by at least 14 Japanese Battleships and their attendant cruisers and destroyers. The Asiatic Fleet in 6 days of combat has lost the Destroyers Chandler, Tracy, Borie and Stewart in addition to 8 coastal patrol boats. They have sunk 6 Jap Destroyers and 2 cargo ships. Additionally they believe they have heavily damaged two Jap Battleships. "The Navy has not been successful in stopping the Imperial Japanese Army from landing on Luzon, but we have hurt them and will continue to harass their forces as the situation dictates." stated one Navy spokesman.
Meanwhile small naval clashes occurred at Cagayan where the US Destroyer Stewart was lost for the loss of 2 Jap Destroyers. There was another small clash at Laoag where US and French cruisers sank a Jap destoyer and heavily damaged a transport. Near Batan Island Chinese cruisers and destroyers encountered and damaged 2 Japanese Cargo vessels.

Dateline Pearl Harbor.
Pearl Harbor in a Panic!!!
Japanese forces continue their march of aggression, today was not a good day for the United States. Guam as expected fell in a bloody assault. The US Marines acquited themselves well but were overwelmed by a superior force.
Surprise invasions at Wake and Baker Island have caused a wave of panic at Pearl Harbor. There has been a rush to evacuate civilians and visiting VIPs as the Japanese menace moves much closer. No longer is it safely 5000 miles away.
Meanwhile Japanese forces continue their landings on Luzon. Forces have landed at Lamon Bay and there was a sharp battle at the city of Naga. US forces were able to throw the invader back with heavy casualties. On Mindanao Jap forces landed at Cotabato. Destroyer Squadron 34 of the Asiatic fleet, which fought a battle yesterday at Cagayan has been forced to withdraw from the area.
Attached is a map showing the movements of the Asiatic fleet on the first 5 days of the war.

Dateline Pearl Harbor:
WAKE ISLAND FALLS!!!!
A black day for the US as the Imperialistic Japanese War machine grinds on. The valiant defenders of Wake have been forced to surrender to the Japanese. Unconfirmed reports of atrocities committed against the surrendering sailors and Marines are starting to surface.
Meanwhile on Mindanao the Japanese capture the town of Cotabato and on Luzon the northern town of Lingayan falls. But US forces continue to resist in Naga.
Japanese forces have captured the strategic city of Mukden in Manchuria. Limited Chinese forces are gathering to oppose the Japanese moves in Manchuria. However, Chiang Ki Shek is having problems gaining the support of many of the warlords scattered about the countryside.
Meanwhile in California hysteria is starting to mount as the war has seemly started to come home. There have been numerous incidents of vandalism of business owned by Japanese-Americans and unconfirmed reports of sabotage by 5th columnists. The Army has started to crack down in San Francisco, Los Angeles and San Diego. The Govenor has made an appeal for calm. This unrest can do nothing but hinder the war effort as troops that should be deploying overseas must remain home to keep the citizens calm.

Dateline: Pearl Harbor
The Jap Juggernaught continues its advance in Manchuria as the town of Jehol falls to the invader. A significant Chinese response is still several weeks away but heavy forces have moved into Peking and secured the city.
The British today announced their intention of reinforcing their garrison at Hong Kong and are in the process of assemblying a convoy to move troops and supplies to their colony on the Chinese mainland. They will be giving the Japanese formal notice and warning them to steer clear when the convoy enters the war zone.
There continues to be concern over the lack of success the US is having in the sub war. US subs have made numerous attacks and have yet to score any hits. Meanwhile the Japs have enjoyed significant success with their subs and ASW assets.
In the Philippines the battle of Naga continued to rage with minor losses to both sides. US forces are preparing to defend the Clark Field, Batan, Manila area. But so far the Japs seem content to mass their forces in Lingayen and San Marcelino.
Army bombers set a Japanese destroyer on fire at Lingayen yesterday by scoring a direct hit with a bomb. Earlier in the war Navy Torpedoe bombers scored a torpedoe hit on a Jap Battleship. Planners in Washington are starting to take notice of Billy Mitchells claims that air power can win the war.
Plans are advancing for the defense of Midway and Pearl Harbor, but Army planners are significantly hampered by a lack of troops with which to do the job. It will be 6 months or more before significant land forces become available. If Pearl Harbor and Midway are to be held it must be with the Battlefleet.

As the responce, Japanese goverment warned British ambassy in Tokyo that current barbarian actions of Chinese fleet in this area against civillian vessels gives no chance to stop military actions in this region, including sub and mining activities in main Chinese bases including Shaghai. [:D]

His Majesty's Government will notify the Empire of Japan in advance of the convoy entering the war zone. The convoy will be bound for Hong Kong and protected by the Royal Navy. The Imperial Japanese will bear the responsibility for any Royal Navy warships sunk if the convoy should come under attack.

Dateline Manila:
ASIATIC FLEET ATTACKS
The newest naval hero of the United States, Vice Admiral A. Carpender brought his heavily outnumbered fleet into San Marcelino today in a daring night action. One US cruiser, 3 French Cruisers and 2 Destroyers attacked the heavy concentration of Jap shipping in San Marcelino. The US forces sank a Jap Destroyer (massive Magazine Explosion that could be heard at Clark Field), topedoed the BB Hizen and scored hits on two other Jap Battleships.
S-33 sank a Jap Cargo Vessel off Appari today, the first kill of the US sub force.
The Japanese Bombarded the port of Tawi Tawi for the second day.
Japanese forces have captured the town of Naga, overwelming the defenders who have retreated towards Manila.
The British Government announced the departure today of an 8 ship convoy bound from Singapore to Hong Kong. They are issuing this warning to all combatants to steer clear of this convoy. It is taking badly needed supplies and reinforcements to the Crown Colony. This is the first of two convoys which will move reinforcements to Hong Kong. This convoy will stay in coastal waters away from the Philippines.

Dateline Pearl Harbor
Another quiet day in the War. Navy officials have notified worried residents of Hawaii that the Battlefleet will be present to defend them and the Army has confirmed that they will be moving as many land units as possible to Hawaii to reinforce the garrison. The recent fall of Wake has put into question the feasibility of WAR PLAN Orange. Both the Army and the Navy are seemingly unprepared to activate the plan. Already there are discussions in Congress about the apparent lack of readiness by the Armed Forces. There have been talks of Senate inquiries into the millions spent before the war.
The Navy reports today that the submarine R-7 heavily damaged a Jap troop transport near Wake. According to Navy spokesman it is a high priority to prevent the Japanese from turning Wake into a formidable base from which to launch future operations.
The Army Air Corps reports landing another bomb on a Jap Battleship today. Unfortunately the bombs capable of being carried by our DH-4 bombers are not heavy enough to do any real damage. Billy Mitchell has been reinstated at his former rank (see page B2 for details on his court marshal last year) and has been tasked with overseeing and rationalizing aircraft production and tactics.
