How do you 'reduce' a unit and have it build up to its full TOE

How do you 'reduce' a unit and have it build up to its full TOE

The 2nd Marine Division was at reduced strength on Dec. 7, 1941. How do you reduce that strength with the editor but make sure it builds back to its full TOE?

I reduced the number of squads in the database for the unit, but the unit does not build beyond that even though it is linked to the USMC division TOE....

Replacements were set to 'allowed' and USMC squads are building up in the replacement pool. After 3 months into 1942, the division is not building up to its full strength....
So much WitP and so little time to play.... :-(

Plenty of supply at base??
In my game it has been increasing very slowly, about 1 squad per wk instead of every day like you might see on other units. I have it at Nouema with 100k supply & there are squads in the pool as well.

The 2nd Marine Div. is in San Diego and the 1st Marine Div. is in San Francisco. The HQ for each is West Coast. Supply and HQ, therefore, are not issues. I would have expected that the squads in the pool, which are units that are trained and available, would be quickly added to the divisions.

Both these divsions did not start the war with full complements, by far. Many of their cadre were used for the Marine Defence Battalions. However, the 1st Marine Div. and parts of the 2nd were certainly ready for transport to the South Pacific in time for the invasion of Guadalcanal. At the rate the game is increasing the units, though, they'll only be at full complement at the end of 1942 at best.
So much WitP and so little time to play.... :-(
