Cannot Build Lancers

1.2.18, playing as Turkey/1792. Although I have finally improved Constantinople to the point where it can build lancers, and although the lancers are listed on the build sheet, when I click on them nothing is added to the production pool. And no, the name is not greyed out: I should be able to produce these.
