Why can't I DOW Austria

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Why can't I DOW Austria

In my current game as spain I desperately want to pound on austria, but when I right click on them I cannot declare war! I can declare war on any other country in the game but not austia. Currently I am already at war with Turkey and Austria is at war with everyone except me and prussia. What gives?

It's because Austria is at war with Turkey (ie, "everyone except me and Prussia). And because you are at war with Turkey too. The game disallows 3 sided wars, hence, you are temporarily not allowed to declare war on Austria.

Make peace with Turkey, then you should be able to attack Austria as normal.
