Preference Saving

I am having trouble saving my preferences. The game returns them to default whenever I exit.

Delete the steel.prf file from the SAVE folder, reboot and restart the game. Set your preferences and they should stay as you set them - even if you exit the game right then without opening any scenario. Also, if you change them during a game and then save the game, they should stay changed.
Retreat is NOT an option.
