frigates refuse to move

I got Carniola from Austria and inherited two soon-to-be frigates, but since they were launched several months ago thay have refused to move turn after turn. I tried moving them just one step to the Adriatic, using the autojoin command to one of my fleets, sending them to another port and several sea zones away. Nothing seems to work.

Hmm. Usually the autojoin order solves the sorts of problems. Two things to try:

1) move fleet into Carniola. When it starts the turn there, try to get the frigates to autojoin it.

2) order frigates to autojoin Trieste or a different city.
