Amphibious Landing

What is the trick to an amphibious assult? I can't seem to land infantry, a tank, or anything on enemy territory from the sea. I've lined up transports to the point of attack (continents and islands in the Pacific) but I can't get the land units to land. I get the blue arroows (strategic move) all the way up to the point but at the end, "illegal move". I've tried moving them to the transport next to the point of attack and waiting until the next turn. Nope, can't get them off the transports on to land. The enemy has no problem with this and I'm getting killed!
