Can't seem to start a server

Can't seem to start a server

I have Starshatter 4.5 as well as the 3.9 demo, and I can't seem to actually start a multiplayer server for either. I can create one, but it only shows up as "offline" in the server list, for both myself and my partner. The programs have full firewall permissions.

I remember it working a year ago. Has something changed?
