If using a mouse, it has to be dragged to the window rather than clicked on. A three button mouse works best to be able to flip plays, send men in motion, and call options (you have to set up your options in your playbook).

Yes, please make sure you are using the right controller. By default, it's set to keyboard, in which case the arrow keys and the space bar will allow you to make your choices. You need to choose the mouse as your controller before you start the game, otherwise it will wait for keyboard input.
