Whats the "real" difference between fast and not fast artillery?

You don't see the fast artillery (you might see the end results if your eyes are very quick). You see the non-fast artillery, and you can adjust how fast the non-fast is by setting the delay parameters.

I guess you are talking about the fast RESPONSE artillery, right?
Well that's dedicated artillery with very low response times. In the game they most of the time has a delay time of 0.1 if called on by their Co or FO.
