How do i fill an active roster with inactive players, or with players not on the team?

Go to the League menu, pick the team. Go to the roster page. To make a player inactive, select the player, then press the 'View Player' button. On that page you can toggle the active/inactive status.

To add a player, go to the roster page, and press the 'Add Player' button.
