Device Questions???

Last night I began a Beta test of a mod I am doing using a modified CHS. Checking on it this morning it had run to 12/42. I did noticed that the Japanese or the Allies had not been too overly agressive, but this is okay since I am designing it for PBEM. I am debugging right now.

My question concerns device upgrades. I have several changes in the device files that give different upgrade paths. For instance, device slot 417 is a .50cal AA that is supposed to upgrade to a slot 406 37mm AA starting 4201. I have noticed that all stock upgrades seem to be for units with a highr number slot.

No evidence of an ugrades anywhere in the untis that should have them. I checked to ensure that they had a production value (40)and that there was suffecient supplies. I did not check to see if they were actually being produced, but it is presumed. Any idea what may be happening here?
