A level playing field please

Ok. We all know that the U.S.A. can WAY out produce the Japanese in any WW2 game so I'm not going to argue that point. The point I want to argue is that the Japanese should not have to suffer under a different set of rules that the U.S. player. For example, in PacWar Japanese DD groups could only have a max of 4 ships in them while U.S. ones could go up to 6. While the U.S. player is far more likely to have the destroyers available to group a lot of them together, both sides should be able to go to the same max number if they have the ships available. It was these kind of rules that I always thought were unfair. Of course it would be best for all sides if all ships were modeled individually so we don't have any artificial limitations like this in the first place.
