One thing that made PacWar great, in my opinion, was the consideration that the player was in the role of a major admiral or general staff directing the entire war. There was little micro-managing and operations were geared to the weekly turns or left to local commanders.

While TFs could be assigned commanders, the computer AI determined whether to withdraw, the tactics, what ships to attack, etc.
