Refit/Speed for Capital Ships

I would like to see pre-determined refit times for capital ships. The standard time would be calculated assuming the ships operated at normal cruising speed. However, ships could have the options of performing a task at maximum speed - such as the IJN attacks night attacks of Guadalcanal, but they would be penalized by having to refit sooner. Not getting into a major port for refit in time would result in cumulative damages.
