Large scale warfare

I realize this would probably be a HUGE stretch but I have an idea. Would it be possible to have a campaign that would allow multiple players to play simultaneously. There could be a supreme commander (Joint Chiefs in case of Allies) who sent directives to subordinant commanders (like CINCPAC) who issued orders to area commanders (SOPAC, NORPAC, 3rd Fleet, 7th Fleet, etc.) Area commanders could even then divide forces in TG's and other players could control individual TG's.
The supreme commander could control what got built, when it was built, and where it was sent. The next level could control who got what ships based on his opinion of who had priority. The area commanders could make requests, but would have to take what they got. That way different players could specialize in the fields for which they are best suited.
This would also more approximate how things happened. Nimitz couldn't go out and lead an individual fleet. When Halsey was COMSOPAC he had to sit at Noumea and hope his subordinant commanders got it done.

Even if this can't be coded, you could probably replicate it fairly easily if you got a group of gamers together and made some house rules... Just designate who is in which position, etc... I like the idea. It could be fun only having to worry about your small fleet of surface combatants based in Darwin, or wherever, instead of the whole picture...
