Tryed to join Opponents Register, but keep getting page not foud. Is their something rong with it?

Looking to start a PBEM game.
1400 to 2000 points to start
meeting engagement with custom map
Germans vs Reds: Opponant pick sides
All hard settings on like C&C and limited ammo.
