Playing by email with the 2.1 patch I have encountered the following problem:

Russian readiness, russian rail capacity and russian HQ operations points do not seem to be replenishing (like they do if you play as russian vs a computer german).

This problem is observable (on my computer, anyway)if you create an mail game and play both sides from your machine.

This is a known problem with the secure e-mail game. The effect should also happen with the Axis, from what I have seen testing it. It will be fixed in the next release (or at least it is right now in our testing). For now, just don't play the secure e-mail option.
