A great game that does a pretty good job at telling the winner of these match ups is Fighting Steel by SSI old game but still works great on my XP machine, you can't make US ships fight US ships and so on but you can fight the Bismarck VS Yamato  or Hood vs Arizona  things like that.    My favorite match ups are old US BB's vs the Bismarck and Tirpitz.
