Air supply of cut off units bug

I have played V3.0 a few times now (only as the Germans 1941), and have found it impossible to supply a cut off unit by air. No matter how many tonnes of supplies are dropped the unit's level of supply never moves from 0. The unit will subsequently suffer attrition from lack of supply, so the supplies definitely didn't help and the display of 0 is accurate. I figure that this must be a bug, since I am a long time player of the old version of WIR and have never had a problem with this before. Can anyone help?

The supply level was changed in V3.0 so people couldn't resupply a mobile Korps or Army and plot 5 hexes with it. Resupply will raise the level of readiness of the cut off unit and above a certain level the unit wont suffer attrition. I don't know what the readiness level needs to be not to suffer attrition but at a level below 10 the unit will only be able to plot 1 hex. Above readiness level 10 the unit will be able to plot 2 hexes.

According to the features list, the attrition kicks in only when readiness is below 20%. Also, the amount lost is less than in the original game. The whole idea, Tumbi, was to make the air supply a little more historical - no more operating panzer korps in 1941 behind the lines with only air supply for weeks at a time. If air resupply worked like in the original, allowing full maneuver of air supplied units, then Stalingrad probably would have had a different ending.
