Oil reserves again

This question was already asked before. I thought that I've answered at it to myself at least partialy. But it was wrong, because I did not know about low OPs penalty. My recent tests show that troops fight at full strength even when oil reserves are 0(done by ingame editor) but HQ has enough OPs. I hope that someone will answer this question once. What is your experience guys?

This sounds like it supports my experience. When fighting with low oil levels, it seemed like combat generally went okay, with the occasional combat problem that I could not figure out why. Thus, it makes sense. Low oil levels does impact ops points given out based on what I have seen, so running an HQ down low, which is easy to do in this situation, would result in combat problems. I guess the key when faced with low oil would be to preserve ops points by avoiding special supply as much as possible, moving troops, etc. to keep the points for combat readiness.

In a pbem game i lost Grozny and Baku was cut off (for a while). Sov oil dropped to 70 or so and i countered by being frugal with OP's and only having HQ's near to main action on high replace. I noticed no drop in Soviet combat power and now have most of the Caucasus back.
