question on reenforcements

question on reenforcements

playing as prussia i was allied with austria and an army to assist them in a province under attack. however when the battle started the austrian troops never never joined the battle even though they were in the same province. what are the rules regarding reinforcements in battles?

i couldnt find much in the manual about it
