Building a Soviet Black Sea Fleet

While playing as the Soviets, I wanted to be able to build ships in the black sea.

Using strategic movement I moved a factory to Sevastopol but it didn't allow me to build anything but research and supplies. Obviously (or so I gathered) this is due to a lack of population points in Sevastopol.

So, in effect, short of modding the game, building (new) ships in Sevastopol is impossible? I would say that is maybe a tad historically incorrect?

You'll notice that the Germans can't build anything in Rumania to put out on the Black Sea either. However, are you sure that Sevastopol is the only Russian port on the Black sea? I though there was one in the Caucuses, too. Maybe you should check if that one has any population although I'm almost certain it doesn't. I think this same problem you mentioned about being unable to build ships exists on the Caspian Sea as well.

No matter whether you're right or wrong about this, which I don't know enough about the history of the Black Sea area during WW II to make any judgment on, I think that if Russia has the ability to build ships, than Germany must also be granted that ability as well. Because of this, the Germans will tend to always win in the Black Sea because their ships are far better than the naval junk the Russians can make.

[font="times new roman"]Obviously the Romanians or Bulgarians even should also be able to produce, at the very least, some ships, even if not the entire gamut. Beats me if it is even possible to limit the type of unit buildable but I think it should be possible since Romania can only build militia.[/font]

[font="times new roman"]As to the history of Sevastopol as a naval base/shipyard, the first military ship was built in the early 1800's. The biggest ship built there was a pre-dreadnaught battleship "Ioan Zlatoust" (1910?). Some DDs, minesweepers and subs were built there during WW2. Needless to say, that doesn't make it a big shipbuilding facility by any standard, but these games ARE about alternate history, no?[/font]

Allowing Rumania to build transport fleet is an easy mod enough.

Caucasus should have 1 pop points as there is partisans there so you could move 1 of your factory for ships building purpose.

I don't know about that - do't you also need a port in an area to build ships?
