Leningrad defence!?!

The Soviet fleet should be reprented in Leningrad as extra infantery and artillery not to mention the naval fortress Kronstadt.
This could bee an built in defence and artillery bonus to the Soviets and make it a bit harder to take earlie.

Off the fleet units in Leningrad when the siege started all that could, gave artillery support to the frontline troops. even after have been "sunk" by luftwaffe they put up a fierce fire.
A great man ones said "Veni Vidi Vici" and "Alea iacta est"
But a lot other said this "Ave Caesar,morituri te salutant"
