Possible Bug and Issue re England

Possible Bug: Supplies not being build in cut off England.
In a recent PBEM game England was cut off by sea. I noticed that when I had supply in the build cue the supplies were not actually being built. I had only 2 supply and one Fighter unit active in the build cue (so that accounts for the 3 available resources when England is cut off). There were zero supplies build. This seems strange but happened on two consecutive turns. It's possible I'm doing something daft but I'm wondering if there is a known bug. I have the save file to demonstrate the bug...

Issue: English Units Retreating to frozen USA
In recent PBEM game London fell in 1942. English units retreated to USA and were thus FROZEN and unusable until USA unfreezes. I think this is an issue that should be fixed. Shouldn't they retreat to Canada or Commonwealth Territories? If USA is the only retreat path available they probably should be destroyed as I doubt USA would have taken them before they'd entered the war?
