Anti aircraft guns?

Are losses to AA units dead or damaged?
Does AA guns get used in AT phase?
A great man ones said "Veni Vidi Vici" and "Alea iacta est"
But a lot other said this "Ave Caesar,morituri te salutant"

Flak hurts in recent version much more. On my experience some 2/3 of the flak hits are kills.
