Soviet air supply

I have observed that when i try to supply by air as Soviet player, the readiness decreases instead of increasing. Is it a 1941 feature??. Perhaps the soviet is not supposed to air supply, i dont know. Is it a consequence of low experience?.

Arnaud had fixed it in the last beta. This was "feature".
