How do you add stuff to a division?

I noticed the Brandenburg Motorized Division over at OKH with only 57 squads and nothing else in it.

What can I do to increase its combat power? It needs some organic artillary, antitank, and flak before it will be taken seriously by the Reds.

Jack up the replacement level of the HQ. WiR sends out replacements when available and the only way of controlling that for you is to use replacement levels and making sure the unit is in proper supply.

All new divisions start off as week. This is a division that was just created and has to build up its strength. This is done by the replacement level, but it will still take time.

You'll notice this also with new division that appear during play.

There is no way to add new items to a division, though you can change tanks.

Whenever there's a significant amount of new understrength units in O.K.W or O.K.H you'll probably want to jack the replacement level high, perhaps even 100. Brings them to usable condition that much faster.
