It shows up the next turn, there is a delay.

If you select an army and place the cursor over another province, do you get a movement arrow to the other province?

I've experienced this when I edited the provincefile and accidently removed some indexnumbers, all units became stuck in their province and couldn't move anywhere.

You probably got a boost to your glory when austria surrendered and the other nations don't like when someone gains a lot of glory fast.

In Start2.txt some of the inland cities have port values, fx. Paris has a value of two as do others.

As far as my experience goes, all changes regarding the textfiles is applied to all savegames, fx. if you start a new game, then save it and edit say target.txt those changes comes in effect when you load your savegame.
