I had the same problem. No prior games in memory, this was after restarting the computer. Italy declares war on CW and France in Impulse 3 of the first turn, France and CW are given the opportunity to align to Germany or surrender.

I think you should add Bodø and the railroad going to it. During WW2 the germans used prisoners of war from Yugoslavia to construct a railroad from Bodø to Narvik. It was never finished.
