I am the same, I cant unload troops at Baker Island,it does not have a port, so how do i unload troops on it so i can build one?

Are restricted HQs unRestricted after a time: Date? or are they restricted through out the game, I am playing a full campaign as allied. if they are unristricted on a date can any one give me an idea when.

why cant i load austrailian army on ships, getting attacked by japs on island near austrailia, loads of army and ships at sydney, but cant do anything with them. do i have to wait untill a certain date before they will load onto ships ?
